Steve's barking at the Glass, Segal act

I just don't get it why are so many economist talking about the Glass, Segal act?
Oh it's not the Glass Segal act, it's called the glass steagal act.
You mean to tell me it a congressional act that  regulated the banking industry until it was watered down  (some say eliminated) in 1999.
Oh, I though it was an improve act by George Segal and Ron Glass. Opps.
