Barking; the 3% solution

Everyone  talks about healthcare,but no one talks about how to pay for it.
 The governments of Europe have a health care systems  that are very underfunded. Now this is also true of the healthcare system of Canada. We of the other great North American country, the United States have a slightly less then 50% chance of having some sort of government health insurance, yet no one has suggested how to fund it until now. I in my infinite wisdom say that those who have or will have a government payee have a 3 percent dedicated income tax.
Let me be more specific this tax money can't be used for anything but what is related to healthcare. Not paying off debt, not roads, not military, but only what is  medical that includes training doctors, making sure there's enough beds in an emergency. Things like  hospitalization, doctor visit, medicine. Things that keep the governed healthy and  alive.
When I write about income tax I mean all income, pay, selling of stocks, dividends, income from inheritance,and let's not forget business that have income before  deductions.

*I realize that what I'm suggesting has almost a zero chance of happening, for my mind lives in a logical world but my body lives in an  illogical one.
