Steve’s Barking; Newer and cheaper

I must be missing something when it comes to imports. Don’t counties that have a large surplus with the United States pay their workers a lot less then we would pay our workers?
Am I missing something, don’t those countries that have a large trade surplus with the United States  have newer factories?
I guess those who believe that ending tariffs would even the playing field are living in a fools paradise.
