Steve’s Barking; Will the Bronx,( Queens, Brooklyn, Manhattan Richmond) be burning

 Holy Mother Of God the New York State legislature is debating to have a rent moratorium till January, this is at the same we’re the state has over 2 billion dollars to pay the rent for those who can’t because of Covid 19 job loss. Now my way of thinking is that if a person doesn’t have an incentive to request rent relief through the state why should they do it?  Now let’s take the landlords can they afford the upkeep of their houses if they don’t get any rent money. Can they make more money if they can get an arsonist do do their jobs on their buildings to collect the insurance on the building. If they can’t get an arsonist they will just walk away from the property. 
The question is how long can the landlords hold on because of non payment of rent till New York City is on fire? 

* Will the housing stock become depleted?
* How much money will New York City lose in taxes?
** How many apartments ( or rented houses) haven’t had their rent paid? ( The amount of non payment of rent is a mystery to me).
** How many tenants could of paid their rent but took advantage of non eviction part in of the rent moratorium?
*** Could the rent moratorium be a contributing factor in why there are so many jobs being unfulfilled?
