Steve's barking at manufacturing jobs going unfulfilled

I done heard it the other day from a manufacturer on the telly that he couldn't find skilled laborers for his factory that manufactures (I believe) truck parts.
Now this isn't the only fellow that I heard this from (actually I read this)a fellow that a manufactures medical instruments in Buffalo had the same complaint.
I imagine that there are lots of jobs that are going unfulfilled because they need skilled (in their field) workers. I was thinking that it may be a good idea that the government help those businesses that need highly skilled workers with an apprenticeship programs at their job sites.
 My imagination was shattered by the male host suggesting that community colleges teach these skills.
 Then it was really crushed by the female host, suggesting that these jobs were being unfilled because unemployment insurance was to long.
